I could ask this question because I had a host for this trip who lived there. This sign restricts vehicular traffic by day and license plate number to reduce traffic in the center of downtown.
I asked my host whether this restriction applied to the minibuses that make up much of public transportation. As I understand it, it was quite a debate, but it does restrict taxis and minibuses as well. The decision had the unintended side effect that these vehicles have one day off per week, meaning that they can go in for maintenance and repair, something that didn't happen prior to the restriction.
